Requirements :

  • A National Diploma (NQF 6) / Degree (NQF 7) or equivalent qualification in Property Management/Facilities Management/Real Estate/ or Built environment or related filed as recognised by SAQA. A minimum of 3 years of experience in properties of which 2 years must be on supervisory level. A valid driver’s license.
    COMPETENCIES: KNOWLEDGE- Knowledge of Intergovernmental Fiscal Relations Act of 1997, Intergovernmental Framework Act of 2005, National Building Standards Act of 1977 and Regulations. PFMA/ Treasury Regulations. Knowledge of all different contract options for leases. Provincial/Departmental Supply Chain Management Policies. Promotion of Access to Information Act of 2000. SKILLS- Communication. Computer literacy. Analytical. Presentation. Report writing. Financial. Planning and organising. Leadership. Negotiation. Influencing. Attributes- Team player. Able to work independently. Professional. Confidential. Ability to work under pressure. Quality-driven. Strategic. Decisive. Credible. Motivating.

Duties :

  • Conduct the validation of tender specifications for leases. Facilitate procurement of leases supported by Departmental Supply Chain Management. Facilitate the signing of lease agreements supported by Departmental Supply Chain Management and Legal Services. Coordinate inspections of leased properties. Direct adherence to lease contracts. Direct the payment of leases. Direct the collection of lease payments. Direct all debtors and creditors related to leases. Coordinate any evictions on vacant land not allocated to a specific Provincial Department. Assist in managing the security at vacant land not allocated to a specific Provincial Department. Assist in managing the maintenance of vacant land not allocated to a specific Provincial Department. Update the immovable asset register regarding vacant land not allocated to a specific Provincial Department. Update valuations of the value of land not allocated to a specific Provincial Department in collaboration with the Directorate Asset Management Policies and Systems. Facilitate the validation of all municipal accounts. Facilitate the payment of all municipal accounts. Facilitate all debtors and creditors related to services. Sign performance agreements for the unit based on approved Job Descriptions, Strategic and Annual Performance Plans of the Department. Manage human resources in the unit and maintain discipline. Manage training and development of personnel according to agreed training interventions. Manage the provision of equipment required by personnel for achievement of outputs in their respective Job Descriptions. Provide regular verbal and written feedback [aligned to quarterly performance assessments] to personnel on performance. Mentor and coach personnel. Manage skills transfer between personnel in the unit and outside technical assistants and/or consultants. Plan and allocate work responsibilities and processes to control work performance including quality assurance.
