Requirements :

  • A three-year bachelor’s degree/National Diploma in Social/Economic Sciences, Developmental Sciences, Public Administration/Management, and Statistics. A post-graduate degree in MSc and Public Health will be an added advantage. A certificate in Monitoring & Evaluation will also be added advantage. A minimum 3 – 5 years’ experience in planning, monitoring, evaluation, and reporting. Experience working with DHIMS/PAAB/DATCOV/Tier.net is required. A forementioned experience obtained in the public healthcare sector will serve as an added advantage.
    Competencies: Good knowledge of a legislative and policy framework that governs policy, programme, process performance monitoring, evaluation and reporting in public service. Exposure to collection, analysis, interpretation, assessment and reporting of organisational and departmental service outputs using M&E principles and framework. Computer literacy (Word/Excel/PowerPoint/Access/Microsoft Teams), report writing, problem solving, decision making and conflict resolution. Ability to work independently without supervision. Good communication skills (verbal, written and presentation). Proficiency in English and other official languages.

Duties :

  • Develop institutional data development plan and standard operating procedures (SOP’s) in line with DHIMS policy. Develop and standardise data collection tools. Administer clinical audits, quality audits or data audits in the monitoring & evaluation unit within the institution. Ensure that audits are conducted as planned and merited by the urgency of the situation and as mandated by the supervisor. Monitor hospital indicators and produce reports of performance and outcomes of audits undertaken. Work with departments and clinical units to correct discrepancies emanating from data collected and audits conducted. Participate in the development of the annual performance information report. Coordinate the development and implementation of the institutional evaluation plan. Disseminate evaluation reports to management and external stakeholders. Actively participate in evaluation fieldwork activities (trainings/induction and data collection). Analyse and compile research reports and evaluation reports. Coordinate the development and implementation of M&E systems for monitoring of institutional performance. Support the development of quality improvement programmes for areas of underperformance. Implement mechanisms for provision of assurance for performance information and performance accountability reports. Provide day to day administrative support for planning, monitoring, evaluation and reporting activities.
